It looks like the two 5 star ratings pulled the 1 up to a four, which means they round up from the 3.67 (11 divided by 3). I assume after the one 5 star it was at a 3 (5+1=6/2=3). After this one it should be a solid 4 (5+5+5+1=16/4=4).
