I worried I wrote everyone into a corner, then remembered a long ago high school English class, and Dante’s Inferno: the belief from the Middle Ages, that Jesus spent three days in Hell freeing the souls of the unbaptized ancestors.

Lucifer, in that conception, is a creation of God, as is Hell, and therefore God is master of Hell and can do what He wants.

In short, it’s possible that Simon only needs to worry about what he didn’t create.
