That doesn’t read as good English. Is he trying to say “But the fact of the matter is, when…” or something else?

hey, it’s just an excerpt. you have to read the whole story to get the full effect. nevertheless, there is still a lot of editing that i have to do. thank you for pointing out the areas that i need to work on. constructive critisism always helps. if you want to read “Residing Dreams” one tag for it is residing dreams.
