Considering Heroes has ripped off every idea (good and bad) on that show from The X-Men, that would be a bit like the pot calling the kettle a plagiarist, wouldn’t it? : )
Just to be clear: Agent Winters is not a mutant, a “hero” or a “power”, and she was not inspired by Officer Matt Parkman. What she is…well, you’ll just have to wait and find out.

Whatever she is, I’m mentally casting Carolyn Jones and John Astin in the roles of her and Agent West.
